Sandra Barber
Madam Chair
Sandra Barber serves as Chairlady of the Shiloh Legacy of Hope Foundation, bringing over 30 years of experience in teaching, leadership, and community engagement to the organization's mission. Her career reflects a lifelong commitment to working with youth and communities, giving her a deep, firsthand understanding of what it takes to build programs that create lasting impact. She is an integral part of Alpha Kappa Alpha Sorority, Incorporated, where she played a major role in initiating and sustaining the organization's nonprofit division. A dedicated member of Shiloh Missionary Baptist Church since 1991, Sandra brings a foundation of faith and service to her leadership, guiding the Foundation through its formation and toward its broader mission of outreach, mission, and community impact. She is also an active member of the Texas Retired Teachers Association, having served as District 10 President and Chair of the TRTA Organizational Affairs Committee.
Dwayne Taylor, Sr.
First Vice Chairman
Dwayne Taylor, Sr. serves as 1st Vice Chairman of the Shiloh Legacy of Hope Foundation. A member of Shiloh Missionary Baptist Church for 21 years, he has dedicated more than two decades to working with youth both within the church and in the broader community. Ordained a deacon in 2013, he now serves as 2nd Vice Chairman of the Deacon Board. Dwayne's commitment to missions spans both local and international outreach. He has led youth mission trips to Santo Domingo with Shiloh's young people, and in January 2025 he traveled with the Caring Hearth For Kenya group on a mission to Getembe Orphanage in Kisii, Kenya. Building on that experience, he went on to organize the next Kenya, Africa mission trip in January 2026 — and has since helped organize the next return trip to Kenya, planned for January 2027, continuing his dedication to expanding the Foundation's global outreach.
Freeman Griffin
Second Vice Chairman
Deacon Freeman Griffin, II has been a faithful member of Shiloh Missionary Baptist Church (SMBC) since 2001 and was ordained as a Deacon in 2005. He currently serves as Second Vice Chairman of the Shiloh Legacy of Hope Foundation, Chairman of the SMBC Deacon Board, the seventh in the church's 142-year history, and Facilities Manager for the SMBC campus. His leadership at Shiloh Missionary Baptist Church has helped move the church in a positive direction. Deacon Griffin has also been an integral part of SMBC's mission work abroad, joining a team of six on a mission trip to the Getembe Orphanage in Kisii, Kenya, in support of the 35 children served there. He continues to lead with integrity and a heart for service, striving to exemplify Christ's love in all he does.
Bobby Charles McDonald
Treasurer
Bobby Charles McDonald currently serves as Treasurer of the Shiloh Legacy of Hope Foundation. He attended Navarro College and Bishop College before beginning a 44-year career in the electric utility industry, starting as a lineman with Texas Power & Light in 1971 (the first Black lineman in Navarro County) and rising through the ranks to Crew Foreman, Supervisor, and ultimately Oncor's DFW Service Work Manager, retiring in 2015. Bobby was ordained and installed as a Deacon at Bethlehem Baptist Church in Corsicana, Texas, in September 1983. In October 1984, the family moved to Plano, Texas, where they united with Shiloh Missionary Baptist Church. Bobby was installed as a Deacon at Shiloh Baptist Church in November 1985. Bobby also continued his service at Shiloh Baptist Church, serving as Chairperson of the Benevolent Fund and as Chairperson of the Deacon's Ministry from 2015 to 2019. As Chairman of Deacons, Bobby was an integral part in revitalizing the old sanctuary into a children's church building, where kids and youth could be safe and enjoy the comforts of a renovated space. Bobby continues to serve at the Shiloh Legacy of Hope Foundation with love and a heart for service.
Lisa Washington
Secretary
Lisa Washington is a healthcare professional, community servant, and founding board member of the Shiloh Legacy of Hope Foundation, where she serves as Secretary. Since becoming a certified Registered Medical Assistant in 1990, she has built a career spanning internal medicine, pediatric care, case management, and patient advocacy, with a passion for helping people access the care and resources they need. She has served for over eight years in her church's Deacon Minister Wives Ministry, including the past two as Vice President, and traveled on a mission trip to Nairobi and Kisii, Kenya, supporting an orphanage and local families through community outreach. As a founding member of the Foundation, Lisa is committed to restoring hope, strengthening families, and transforming communities through faith, compassion, and service.
Elihu Gillespie
Parliamentarian
Elihu Gillespie currently serves as Parliamentarian for the Shiloh Legacy of Hope Foundation. He brings over 30 years of grant writing experience, securing State and CDBG grants and corporate sponsorships for the cities of Denton, Plano, and Corinth, and successfully coordinated the formation of Greater New Birth Ministries, Inc., an IRS-approved 501(c)(3) nonprofit. He holds a B.S. in Psychology from Southern Methodist University. Elihu has a long history of civic involvement, including leadership roles with the Plano Adult Literacy Council, American Heart Association, Texas Trails Network, Denton Black Chamber of Commerce, and Denton County NAACP, among several other community and regional boards. Within the church, he has previously served as Chairman of the Deacon Board, Chairman of the Board of Trustees, Superintendent of Sunday Schools, and Finance Committee Chair. He currently remains active in the Deacon Ministry, Security Response Team, as a Sunday School Teacher, and as a Shiloh Bible Institute Teacher, in addition to his role as Parliamentarian for the Shiloh Legacy of Hope Foundation.
